Carlos Lelo Filipe is a Portuguese lawyer specializing in Compliance, Business Ethics, and Corporate Governance, White Collar Crime, Banking, and Sports law. He is a founding partner of PMCG Advogados, a Lisbon-based law firm providing legal assistance to both domestic and international clients and their businesses. Carlos has over 35 years of experience in the financial industry and 16 years as a Compliance Officer and MLRO. He is also a certified trainer.

Carlos holds a postgraduate degree in European Studies from the Law Faculty of the University of Lisbon, a Certificate as a Compliance Expert issued by Thomson Reuters Aranzadi (Spain), and a law degree from the Law Faculty of the University of Lisbon. He is also an invited lecturer on Compliance in Sports at Universidade Autónoma de Lisboa.

He is active in the Compliance and Legal community both in Portugal and internationally, with several articles published in Portugal, Germany, and Brazil, and he has spoken at international conferences and forums.

In Portugal, Carlos has been the President of the Disciplinary Council of the Portuguese Basketball Federation (FPB) since 2015. He is also the SPOC (Single Point of Contact) for Anti-Match Fixing at FIBA, a member of the Portuguese Pierre de Coubertin Committee, and part of Panathlon Clube de Lisboa.

Carlos speaks English, German, and Spanish fluently, Portuguese natively, and French at an intermediate level.
